Variable suffixes like 31/42/53 (e.g. REFPRS31) mean "Round 3 of Panel 27 = Round 1 of Panel 28" — MEPS runs two overlapping annual cohorts at once, so any calendar year's data is stitched from two concurrent panels' rounds.
